Competence Testing – Engineers

Can anyone recommend a competence testing solution for Electrical/Mechanical Engineers?

We are looking to incorporate testing into our recruitment process rather than relying on NVQ/relevant certificates but I have been unable to find a suitable solution.

I would appreciate any pointers.
