Recruiting Learning & Development people

A colleague is trying to recruit a HR Business Partner specialising in Learning & Development at c£35k to be based in Berkshire with a technology company.

Surprisingly response from generalist jobs boards – Jobsite, Exec Appointments, Executivesontheweb, and specialist sites – Changeboard, have not proved useful.

Any ideas where these people look for jobs?
