We have a situation where two of our forty-odd emplyees say they could not get to the office during the recent tube strike. In both cases, alternative means of transport were available, albeit busy. I have in mind deducting the absent day from their annual leave entitlement.  Everyone else managed to get in.  Opinions?

The staff rules and individual contracts are silent on the matter.
