staff 1 has complained to a manager that staff 2 has made offensive/suggestive comments to her.  The manager has spoken to staff 2 saying that his comments are not acceptable.  Staff 2 did not deny the comment, but dismissed the incident as office banter.

THe Manager has now approached HR about further issues with staff 2 and will be arranging to meet as part of our disciplinary process.  Should the issue of the staff 1 complaint be raised at the meeting.  The complaint was never  a formal one so an investigation was not carried out.  Can we issue a warning without investigation?  

Harassment of any kind is not tolerated by our organisation and we need to let Staff 2 know that this is a very serious matter.
