Buying and selling holidays

We are looking into introducing a scheme where staff can buy or sell their annual leave. We will sell a maximum of 5 days or buy a max of 5 days. We are aware of some of the implications regarding benefits and how it will affect employees.

I would appreciate any ideas you have i.e. pros and cons, administration, etc.
