Car Mileage Allowances

I work for a local authority, and have been asked to undertake a review of our car allowances. Although at an early stage, I would be interested to know whether any organisation; (public or private), has undertaken such a review and:-

1. have they agreed allowances, that are linked to carbon emissions.

2. would be willing to share the allowances
