Changing from Full Time to Part Time Hours

I have inherited a long term (6+ years) Custom and Practice job and finish with one of our employees. His contracted hours are 35 hrs per week but is only working 25-30 hrs per week. Can I reduce this position to part time? as it is quite evident that the position is not a full time position.
