Does anyone have a recruitment and selection policy for a scientific organisation?

We are reviewing our recruitment and selection policy. Our organisation recruits research scientists and technical staff, which can be a complex process. It would be extremely useful to see how similar organisations recruit and whether they delegate the recruitment process to their managers or the process is managed by the Human Resources Department. If you work within a scientific/research based organisation, could you please forward your recruitment and selection policy to me, so that we can benchmark our current processes against a similar organisation.
