Does the rule on redundancy consultation apply if employed less than 1 year? (or 2)

Employee has been with company less than 1 year and contract specifies 1 weeks notice. Position along with many others is now redundant as there is no work.

Is employee redundant and should be consulted 2 weeks prior to being given notice even though they are not entitled to stat redundancy pay (or contractural) or can you just give 1 weeks notice?
