I am a Project Manager/Learning and Development consultant often employed in the public sector to deliver Employment and Training projects which must impact on the local community. The projects are usually funded by grants awarded according to the projects ability to benefit specific categories of people. e.g. young people, ethnic minorities, long term unemployed, residents of a specific deprived postal codes. My approach has been to market the provisions, i.e. jobs or training opportunity to local specialist forums, residents or organisations. This effectively reduces the number of ineligible applicants who apply. Once the few if any "open" spaces are filled, only eligible applicants will be shortlisted. Is this "uncomfortable" for some approach valid or discriminatory? Why? All constructive, concrete response welcome.
