Nine out of ten organisations struggled to retain HR staff last year, according to salary survey company Celre.
In 2005, the figure was six in ten, showing that this problem is (or is perceived to be) worsening.
The study says the main factors were low salaries, strong competition from other companies, job insecurity and a perceived lack of career progression opportunities.
