I am undertaking some research into the overseas recruitment activities of local councils and organisations delivering local government services to find out the full extent of it and the variety of occupations involved.

Particular information I am seeking is
Is there a corporate approach to overseas recruitment or is it being handled by individual service areas?
How is the recruitment carried out and in which countries? i.e. agencies
What difficulties were there in the process?
What difficulties emerged once staff were employed?
