Does an employer have a legal obligation to permit an employee to attend a medical appointment during working hours if it cannot be made during the indivdual’s own time?

Clearly it is usually in the interests of both the employer and employee to enable a suffering employee to get medical attention but I am trying to ascertain whether an employee actually has a right to attend (within certain parameters) or is merely making a reasonable request.
