Our Regional Director has indicated that he wishes to withdraw payment of subsistence payments for staff working in Northern France. These payments are governed by the travel and Subsistence manual that applies to all civil servants. He wants to cut his costs. These payments have been made to staff ever since the Govt first moved Immigration Controls to France. I believe this constitutes a clear example of custom and practice. Can a manager withdraw payments to a group of employees whilst other employees of the same department continue to receive such payments?
