What are views on the re-issuing of warnings?

i.e. employee on verbal warning for absence, valid for 6 months, 4 months in employeeabsent again and hits a trigger, due to
circumstances of the absence manager did not want to issue next sanction, but felt a sanction was necessary as no improvement in
absence and therefore re-issued verbal for a further 6 months.
