Redundancy while on maternity leave

Hi, a friend of mine, who is a social worker has received an at risk notice as her department is alledgely closing down, she is currently on maternity leave with 3 weeks to go before baby is born.

I understood that you could not be made redundant while on maternity leave, am i incorrect? or is that not applicable because the entire department is closing.

Any advice greatfully received.
