Staff Taxi Benefits

I am undertaking a project to look at our companies staff taxi benefit
Our benefit is we have shuttle runs at certain times in the day taking staff to and from work/home.

They are then deducted around 25% of this journey out of their pay. Whilst we pay the rest

I am looking to find out if there is a better system or revitalise the existing one and I need information from other HR departments
