Who: Special Constables are unpaid volunteers from the community who help their local Police Force by undertaking Police duties.

Where: 43 Forces across England & Wales (Also across Scotland) + British Transport Police.

Specials are required to work a minimum of 200 hours per year (but many do more) the work is unpaid although there are expenses payable and a yearly payment of around £1,300 is being trialled in some areas.

The majority of Specials are in paid employment elsewhere.

1. Can Special constables be classified as employees?

2. How are they affected by the Working Time Directive?

Thanks
