What info do you have on the European Directive on Agency Workers?

I know that there is new legislation on its way and wondered if anyone can point me in the right direction with regards to a summary of impact on both businesses that use agencies and the agencies themselves.
A point in the right direction of where to find documentation without being a REC member would be a great help.
