Who receives the ET1

Who at the Respondent company do the ET office address the ET1 to if there are no named additional respondents? How do they decide?

Big, multi-national company so would it be sent to the CEO / MD or the HR or Personnel Director. The case involves HR and the Personnel Director so I’m wondering if it will get sent to her or above her head?
