I have been tasked with setting up a Works Council to cover all employees. We are a multi-site operation and need to ensure that we cover the diversity of our employees (age, gender, roles, ethnics, full/part time, etc)

Has anyone covered this area? Would appreciate any assistance on informing all of the areas to be covered (I.e. strategic/major developments & not every day issues that will/are dealt with by line management, the role of the representatives & meetings etc. Of most importance is help on how to set up, rules of, and actual ballot procedures for nominations.
