Elizabeth Filkin C.B.E has successfully carried major roles in both private and public sectors across a wide range of disciplines. She currently combines chairing The Employers Initiative on Domestic Abuse, Marston Holdings Advisory Group and TecSOS. She is also serves on several Trusts.
Previously her high profile roles have included:-
• Chair, Annington Homes and The Statutory Committees, Appointments Committee, of the General Pharmaceutical Council.
• Independent Advisor to the Metropolitan Police Service on the relationship between the media and the police. She conducted an extensive inquiry following the phone hacking scandal and published advice in 2012 which the MPS are implementing in full. She also provided her report to the Leveson Inquiry
• Parliamentary Commissioner for Standards where her work advising members of parliament and investigating complaints against MPs was widely regarded as outstanding although not always by those investigated.
• Adjudicator for the Inland Revenue and Customs and Excise. She was credited with assisting in changing their culture towards taxpayers by providing management information and advice to the Department from complaints handled and through well publicised findings against the Department where necessary.
• She was Deputy Chief Executive at the London Docklands Development Authority after promotion from her role as Director of Community Services. She successfully brought onto the Board of the LDDC the local authorities which had previously been hostile and was responsible for delivering a major housing programme and a range of services including schools, colleges and health centres.
• While she was employed at the LDDC the Chairman encouraged her to take on non executive roles in the private sector. Since that date she has always held non executive posts other than when she was Parliamentary Commissioner for Standards. She has been a non executive director of Britannia Building Society, HBS, Logica, Jarvis, Hay Management Consultants and currently Annington Homes.
• Her first major management role was Chief Executive of Citizens Advice. She obtained increased government and local authority funding, streamlined the governance arrangements, improved the training of volunteers and improved the information flow to support the work.
Prior to this she was a university lecturer and a community worker in inner city Southwark, Harlesden and Birmingham.
• She has held a number of other posts in the public sector, e.g. Chairman of the Legal Aid Advisory Committee for the Lord Chancellors Department, Deputy Chairman of the Regulatory Decisions Committee of the Financial Services Authority and Commissioner at the Audit Commission.
• She has carried out inquiries for the greater London Magistrates Authority and the North Yorkshire Police.
• She has held a range of other roles in the private sector e.g.Chairman of The Advertising Advisory Committee, A.S.A., Chairman of the Association for Television on Demand, and Advisor to IDDAS (Independent Directors Advisory Service), the estate agents Wetherall Green and Smith, the Institute of Business Ethics and Terra Firma.
• Throughout her career she has always undertaken voluntary roles in the third sector e.g. chairman of the Refugee Legal Centre, Chairman of Rainer, Chairman of the Socio Legal Centre Advisory Board, Oxford University and Deputy Chairman of the Board of Governors of the University of East London. Currently she is a Trustee of the Vodafone Trust and The Foundation Years Trust.
