a colleague (a former people/operational manager), has been undertaking a communications and culture role, informally, for the last two years. By infomally, I mean that it wasn’t done as a secondment or as a fixed-term contract but it was done on a full time basis. During this time he was told the job would be made permanent and that it would be advertised.
Sometime late last year the role was advertised formally but was pulled shortly afterwards due to a recuitment freeze.

My colleague has recently been told that the role has been completely withdrawn. He is now in limbo in that his job title is as a operational/people manager but there is no immediate vacancy available and he is not completely sure that he wants to do this role as he moved into the communications and culture role which is where he saw his future.

He has asked what is next for him from two levels of more senior management, (up to regional manager level) and no one is able to tell him what is going on and there seems to be no urgency to sort this out.

The questions are; where does he stand and what should he do next?
