Next step advice

Can anyone offer some tips as to where I am going wrong? I will have completed an NVQ Level 4 in Personnel Management by end June which will give me Licentiate level CIPD membership (I am Associate at the moment). I have been in a generalist role for 4½ years and have completed a CPP in 2000. I implemented an HR function in my present company but despite this valuable experience i have found it extremely difficult to secure a new position. I wish to return to my native north east and have had quite a few interviews but seem to be unable to progress past this stage. If there is anyone with any information, tips or networking advice who can help I would be very grateful.
