HRIS for SMEs

I have been tasked with finding a suitable HRIS for a company of about 500 employees. The system needs to be able to hold employee records, absense and holiday etc, as well as produce MI reports. Budget is of great importance. Can anyone please tell me who I should be approaching and what I should be looking for.
