Currently work for a large employer, in a city centre. Myself and others that work within the city receive £14,294 a year, where as those in the county areas receive £16,271 a year. Everyone in the city does exactly the same as those in the county (we're even observed to check we are doing everything by the guidelines!). 

Is my employer allowed to do this, purely due to the location we work in?
