TUPE and disclosing Employee Information

We are one of the selected companies in an ongoing tender process at the moment and are the existing contractor. The tender does not close until the end of the month.
One of the other selected companies has requested under TUPE the details of all our staff engaed in the current contract. Do they have the right to do this as they have not been awarded the contract?
Does Data Protection protect the employee information as we have no idea who this Company is and how else they may use the data?

We have no formal contract currently with the client. In the current tender for the new contract they state we must give employee information 6 months prior to the new contract starting. As this does not apply to us currnently we dont feel this request is valid.
