Can a company, which allows employees to take their holiday entitlement throughout the calendar year when they wish to (subject to Managers usual consents) alter this to specify that employees must retain a certain number of holiday days for Christmas / New Year shutdown of the company?

Any assistance on this matter would be much appreciated.
