Is an employee under notice entitled to use of his company car? We are worried that he may use it carelessly and cause damage.

This depends upon the wording in the contract of employment or the rules for company car drivers. If the vehicle is used only for business trips and he will not be required to make any during his notice period, then you have a reasonable case for withdrawing its use. However if it is provided also for private use, he should not be deprived of it during the notice period. You may wish to warn him not to abuse the car, but frankly I doubt that he would damage it because that could result in inconvenience to him and also sour the relationship. You could of course withdraw the car and pay for him to hire a similar vehicle.
