Can pay be stopped if you couldn’t get in to work yesterday?

My boss wants me to deduct a days pay for those who didn’t turn up for work yesterday and 1/2 a day for those who turned up and then went home. However, for a number of employees they didn’t come in as the road was blocked so they were in a no win situation. Is this a legal deduction/stoppage?
