Date of Continuous Employment?

I have a member of staff who was originally on two fixed term contracts of one year each, before becoming permanent in 2002. Should his continuous service date be from the start of the fixed term contracts (i.e. 2000) or from when he was made permanent? There was no break of employment between the contracts.
