Our temporary workforce scales up and down as necessary. However, I would be interested in learning if there is any industry norm or benchmark for what the ratio of temporary:permanent employees may look like. Or, as a rule of thumb what would be a healthy balance of temp to permanent employees?

Any ideas or if anyone can point me in the direction of any relevant research on the subject, I’d be very grateful.
