We have a no-smoking rule to cover both the office and the company car park. Some staff are now smoking in their cars which are parked in the company car park. Because of the confined space in the car the smoke is clinging to their clothing more and I have other staff complaining about the smell when the smokers come back into the office. Can I ask them to stop and if they refuse, can I take it further?

Any advice would be gratefully received.
