I am in a position where a verbal offer has been made and accepted.
This offer is conditional upon satisfactory reference.
The person was also to come in and complete an induction day (Though ot stated as part of the condition), but was given the wrong information (this was recorded) regarding times etc.
We cannot now start the person without completing the induction and we do not plan to have another until the new year.

The person is now stating that they have turned other work away on the strength of the offer and it will be another 4 weeks until an induction day can be completed.
I also noticed today that we have not requested References from previous employers.

Are we able to withdraw without liability as the offer was conditional and not all the procedures have been completed (references etc) or are we on a sticky wicket?
