Prefreed Supplier list for Employment Agencies

I am setting up a preferred supplier list for employment agencies and hope to share your experience of setting up a list. I would particularly appreciate assistance with the wording of the contract.
I am looking at employment agencies locally and nationwide, and for both generic and specialist skills
