A colleague was verbally promised a promotion in response to them being offered another job. Due to the verbal promise my colleague rejected the new job offer for the promotion. The colleague was given a a time scale of 4 months after the agreement and it has now been 2 years.

My colleague’s concerns when raised with management have always been dismissed and have never been addressed. One of the reasons given was due to the lack of finance, however another colleague (who is less qualified, with less responsibility) has recently received a promotion.

Naturally my colleague is looking into the legal stance and I would appreciate any comments anyone could give.
