News: Three police forces adopt shared HR services for first time

The three police forces of Leicestershire, Nottinghamshire and Derbyshire are set to become the first in the UK to share HR services under a collaborative agreement with outsourcing provider, Capita.

The shared system called Origin will be provided by Capita’s secure resource solutions business under a contract worth £2.3 million over five years and, over time, will also be made available for use by other forces.
 
Deputy chief constable Peter Goodman, who oversees collaboration between police forces in the East Midlands, said: “Aligning our HR functions provides an opportunity to enhance service delivery and resilience and, significantly, drive down costs. Sharing a single platform across a range of HR functions is a key part of that. For the police, a shared system means reduced costs, enhanced processes and effective business transformation.”
 
Steve McGowan, Head of HR for the Collaboration Programme for the region, added:  “This is a groundbreaking area of collaboration that will save the three forces approximately £900,000 per year once fully implemented.  The system will be phased in from October this year and will mean that an HR employee will be able to deal with a request originating from any of the three forces.”
 
Capita developed the system, which "conforms to all current police regulations", in partnership with the National Police Improvement Agency. Because it is so-called "enterprise resource planning-ready", it should be possible to add and integrate other functions such as payroll and financial accounting in the future.
 
The system will manage all three organisation’s HR, training, duty management and health and safety data and is intended to underpin a longer-term back office transformation. Origin is currently used by 30 UK police forces, but this is the first time it has been using in enabling three forces to collaborate.
 
Derbyshire, Leicestershire, Lincolnshire, Northamptonshire and Nottinghamshire police forces and local authorities already collaborate in the East Midlands Collaboration Programme, which oversees a number of projects involving between two and five of the forces. It is intended to save the five forces collectively nearly £70 million pounds over the next four years.

    …it was innevitable I suppose that at some point this would happen. Is it just HR or are other departments being streamlined as well? 

    Ultimately it all comes down to cost – they can save money. On a smaller scale we use technology to help our clients cut back on administrative work and automate processes. Sign of the times.
